The leftover argument

If leftover can pay for item 4, it should not expire on the floor.

Residual funds are the unused portion of the CPE allotment after the complete 9-1-1 system replacement is priced. That leftover may only buy items on the Service/Equipment Approval List. Item 4 is consulting. Request it during replacement — never after leftover is discovered.

Can leftover actually pay for this?+

Yes — Chapter III residual list, item 4 is PMP/ENP certified consulting for 9-1-1 CPE replacement. Request it at the time of, or during, replacement. Quotes and POs reach the Branch no later than 90 days after TD-284; invoice and TD-290 within 12 months. We quote only against leftover after the MPA award. We do not invent leftover dollars.

Why is there a $500 Stripe charge if cities pay by invoice?+

Diagnostic, seat reservation, and the portal are city-budget / private-pay products. They are not SETNA residual. Full stewardship packages are quoted and paid through AP and TD-290. The Start pack captures intent this week, funds the leftover memo, and applies as a credit on the engagement. Do not send leftover by card.

What if leftover is thin?+

Normal. Sub-$12k leftover gets Hourly / Phase E, or we walk so chairs and GIS can take the rest. Anchor exists so Standard does not collide with furniture. We score leftover before we quote a fixed tier.

Is the portal billed against residual?+

Never. Atlas/portal is included at $0 on the residual invoice. Standalone Center and County seats are city IT or comms budget. Chapter III does not list a SaaS line for leftover.

Are you Cal OES, a CPE vendor, or our Advisor?+

No. Three chairs already exist: the MPA contractor, the assigned Funding Advisor, and you. Cycle Steward sits on the PSAP side of the table. We do not install CPE, renegotiate MPA, or lobby the Branch. You send the Advisor letter.

How does AP float work?+

If finance cannot pay the engagement while TD-290 is pending, the engagement is fiction. We ask that in week one. The $500 Start pack is a p-card / small PO. The remainder is a city professional-services agreement. Proof of payment rides with the TD-290 bundle.

What do we actually receive?+

A leftover memo and draft letter in 48 hours on Start pack. On Standard: artifact register, strategy memo, award brief, weekly briefs, change log, cutover/fallback, TD-284 packet, residual filing package, closeout + invoice (D1–D9), and the portal for the cycle.

Do you have a PMP number we can put on TD-288?+

PMP is in progress. We do not publish invented credential numbers. Item 4 language still names PMP/ENP certified consulting; the SOW and certs go to your Advisor with the packet. ENP ops practice is how we tabletop cutover.
