Cycle Steward consulting and portal seats are described here. Engagement terms live in the city agreement and SOW.

This is not Cal OES, not a CPE vendor, and not the assigned Funding Advisor. Work is independent PMP/ENP consulting during CPE replacement (Chapter III residual list, item 4).
Start pack ($500), Center, and County seats are city-budget or private-pay products processed by Stripe. They are not SETNA residual. Do not send leftover by card.
Stewardship packages are quoted against leftover after MPA. Remainder is invoiced through AP and TD-290. Quotes/POs last at most 90 days after TD-284; invoice/TD-290 within 12 months. The Start pack amount is credited on an engagement opened within 12 months.
The portal is included at $0 on residual invoices. Standalone portal seats are never billed as a residual software line.
