Clarify CPE vs network, the new MPA, and whether to buy now

Written for the world after the new CPE contract starts — so PSAPs don’t treat 2020-era price sheets as current once RFP 26-16743 is active.

Ordering still follows Chapter III

Advanced Notification, allotment letter, SOW/quotes, TD-288, TD-284, residuals, and TD-290 (if reimbursing) remain the funding spine — only the contract vehicle and pricing change with the new MPA.

CPE vs network — the one-pager PSAPs need

CPE — call handling

  • What. System telecommunicators use to answer 9-1-1 (workstations, controllers, or cloud call handling).
  • Contract. CPE Master Purchase Agreement (forward path: RFP 26-16743).
  • Funding. CPE Fixed Allotment + residuals.
  • Forms. Advanced Notification, allotment letter, TDe-285, TD-288, TD-284, TD-290.
  • Cycle. ~5 years from TD-284 acceptance.

Network — call delivery

  • What. How calls and NG data reach the PSAP (ESInet / NGCS / routing).
  • Contract. Atos bridge (May 2026–2028) then long-term statewide NG (in procurement).
  • Funding. Network services track — not CPE residual by default.
  • Forms. Network orders / network-specific approvals.
  • Cycle. Regional migration milestones — not CPE year-5.

Common mix-up

“Our network upgrade uses our CPE money.” Usually false. Changing one does not fund the other — but cutovers must be coordinated so 9-1-1 doesn’t drop.

  2. 2026–2028 · Network bridge

    NG delivery continues on the bridge while the long-term statewide NG9-1-1 contract is procured.

  3. 2027–2028 · Peak refresh + migration

    Execute under the active MPA

    Replacements, residual planning, joint CPE + network cutovers.

  4. 2028–2030 · Steady state

    i3-capable norms

    FOR findings, year 6–7 maint vs refresh decisions, ongoing FY budgeting.

Prior CPE MPA (historical only)

The prior statewide MPA remains useful context for projects already mid-stream (issued TD-288). It is not the primary buy path for new projects once the new agreement is active. Historical cost workbooks must not appear as “current max prices.”
