Stand up a new PSAP

A new answering point is a connectivity / plan action (TD-280 family), not leftover CPE money. County Coordinator, network, MSAG/GIS, and Branch planning all have to exist before anyone shops workstations.

Plan 12–24 months. Do not promise a go-live from a vendor slide.

    Need & authority

    City/county resolution, 9-1-1 jurisdiction, why a new PSAP vs host-remote.

  2. 02 →

    County Coordinator

    MSAG, default routing, neighboring PSAP impact. This is not optional.

  3. 03 →

    TD-280 family

    New PSAP / plan / connectivity variants — not a CPE residual form.

  4. 04 →

    Network path

    How calls will arrive (legacy or NG). Separate from CPE allotment.

  5. 05 →

    CPE vehicle

    Once the PSAP exists, CPE follows Chapter III on the active MPA — new identity, new letter.

    GIS / ALI

    Location data ready before first live call. Different pot from CPE residual.

  7. 07

    Go-live & FOR

    Test calls, answer-time watch, then the first Fiscal & Operational Review.

Common mistakes

  • Shopping CPE first

    Workstations without a network path and a PSAP identity bounce.

  • Charging stand-up to someone else’s residual

    Residual belongs to a complete funded system at that PSAP.

  • Skipping the County Coordinator

    Default routing and MSAG errors become 9-1-1 errors.
