Residual = allotment − complete system cost
If the complete funded CPE system (or certified upgrade) costs less than the letter, leftover may fund items on the current Branch Service/Equipment Approval List.
If leftover is zero or negative, stop. Do not shop the list anyway. Residual does not apply to random add-ons without a parent replacement.
